職業安全衛生設施規則第277條之1規定，雇主使勞工使用呼吸防護具時，應指派專人採取呼吸防護措施，同時規範事業單位勞工人數達200人以上者，應依中央主管機關公告之指引，訂定呼吸防護計畫，並據以執行。勞動部業於108年10月16日以勞職授字第10802040772號令發布「呼吸防護計畫及採行措施指引」，明定雇主使勞工選擇使用半面體或全面體等緊密貼合式呼吸防護具時，應依勞工生理狀況及防護需求，實施生理評估及密合度測試，並應建立生理評估結果需進一步轉介進行醫學評估之機制。為使事業單位詳細瞭解呼吸防護計畫之內容，本署並於109年6月2日公告呼吸防護計畫技術參考手冊，以協助事業單位訂出適合自身使用之計畫。
考量「呼吸防護計畫及採行措施指引」所定醫學評估項目，涉及醫學專業領域，且國內目前尚無相關標準，爰委託中華民國環境職業醫學會參考國內外有關戴用呼吸防護具致影響身體健康之文獻，及國外針對呼吸防護具之醫學評估規定，訂定本注意事項（如附件），提供職業醫學科專科醫師、從事勞工健康服務醫師或相關專科醫師於執行呼吸防護計畫醫學評估或檢查之參考。
