一、 依職業安全衛生教育訓練規則第16條規定，雇主對新僱勞工或在職勞工於變更工作前，應使其接受至少3小時適於各該工作必要之一般安全衛生教育訓練。上開條文意旨，係指雇主對新僱勞工於從事工作前，或變更工作之在職勞工於變更工作前，即應完成上述教育訓練。
二、 勞動部已於「全民勞教e網」建置「一般職業安全衛生教育訓練」網路教學課程，且「臺北市勞動檢查處」亦有建置經勞動部認可之「一般職業安全衛生教育訓練」網路教學課程，上開網路教學課程皆可供勞工使用，且時數得抵充至多2小時。另因應近期COVID-19疫情急速升溫，為降低接觸感染風險，並能符合中央流行疫情指揮中心之相關規定，原採實體授課之教育訓練課程，建議改以「線上直播」之視訊教學方式辦理，且應於勞工從事工作或變更工作前實施。
