歷程中創造職業相關的職業工會職災傷病給付所佔比例偏高，其中以打造行業相關職業工會發生職業傷病千人率高於其他行業別，該職種勞工多為無一定雇主或自營作業者，，具有流動性大且不易管理之特性，參與教育訓練人數比例偏低，造成安全衛生意識仍極不足，安全性觀念干預作業中。職業危害件數及千人率，規劃實施本計畫，通過由勞動檢查機構實施中小型建造工程地之檢查輔導，以及各職業工會會員參加教育培訓，以預防危害識別能力及施工安全衛生知識，以達到降低職業危害之目的。
