歷年來營造業相關職業工會職災傷病給付所占比例偏高，其中以營造業相關職業工會發生職業傷病千人率高於其他業別，該職種勞工多為無一定雇主或自營作業者，因具有流動性大及不易管理之特性，參與教育訓練人數比例偏低，造成安全衛生意識仍極不足、安全觀念未能融入作業中。本署為擴大營造工地安全衛生之關注層面及持續推動降低職業災害件數及千人率，規劃各職業工會會員參加教育訓練，使其具備危害辨識能力及施工安全衛生知識，以達成降低職業災害之目的。
