為強化起重機搭乘設備作業安全，勞動部於本(109)年8月20日修正發布「起重升降機具安全規則」，明定搭乘設備需設置安全母索或防墜設施，並使勞工佩戴安全帽及符合國家標準 CNS 14253-1 同等以上規定之全身背負式安全帶，且雇主應要求起重機操作人員監督搭乘設備內人員確實依上開規定辦理，並自本年8月22日起生效。
勞動部職安署表示， 經統計103年至108年，使用移動式起重機吊掛搭乘設備搭載或吊升人員從事作業，共發生9件重大職災，造成12人死亡，其主要原因為作業人員未佩戴安全帶及搭乘設備未經專業機構簽認合格。為防止類似災害發生，該規則已明定，雇主如未依規定辦理，依《職業安全衛生法》最高可處新臺幣30萬元罰鍰，而勞動檢查機構在該規則修正發布後，已針對搭乘設備作業加強實施檢查，至今已處分3件各罰鍰3萬元，其中未使勞工佩戴全身背負式安全帶2件，搭乘設備未經專業機構簽認合格1件。
職安署特別呼籲，從事搭乘設備作業具高度危害風險，已列為年度監督檢查重點，各勞動檢查機構將嚴格查處，雇主應落實上述法令規定，以維護勞工作業安全。
