石綿於1977年被國際癌症研究署(IARC)歸類為一級人類致癌物質，早期工業先進國家大量使用石綿，如暴露於石綿環境中，無適當之防護，將有罹患石綿相關疾病(如間皮細胞瘤、肺癌等)之風險。
為避免石綿作業之危害，政府於民國65年即將石綿納入勞工安全衛生法(職業安全衛生法前身)授權訂定之特定化學物質危害預防標準規範，嗣配合環保法規之禁用規定，於民國90年明定其中毒性較高之青石綿及褐石綿，雇主不得使勞工從事製造或使用，另如從事尚未禁用之白石綿作業，應依職業安全衛生法及特定化學物質危害預防標準規定，採取預防職業災害之相關設備及措施，包括設置密閉設備或局部排氣裝置，提供防護具及將粉體石綿加濕等相關規定。
