為鼓勵中央目的事業主管機關與直轄市及縣市政府，督促轄管目的事業積極推動職業安全衛生業務，保障工作者職場安全健康，勞動部依職業安全衛生法第50條第2項規定，擇定與職業災害預防關聯性較高之9個中央部會(交通部、經濟部、國防部、內政部、教育部、衛福部、科技部、環保署、農委會)與各直轄市及縣市政府，每二年辦理一次評核，以書面審查為主並得實地查核，並依評核結果辦理頒獎暨交流活動，表揚績效優良者，以作為其他政府機關(構)及公民營機構推動職業安全衛生業務之表率，進而提升國內職場安全衛生文化。
